SAFAS STRATEGY 2025-2030

PEFC was introduced in South Africa in 2017 to provide a more accessible certification option for small-scale growers and to reduce reliance on a single scheme. It was also envisioned that PEFC, through its decentralized approach, would help expand market access and establish a locally tailored standard for driving sustainable forest management. In today’s climate of shifting global alliances, businesses increasingly recognize the value of a diversified certification strategy. With PEFC’s federalized structure complementing FSC’s global orientation, having the option of both certifications can offer added flexibility and resilience in sustainability assurance. In order to foster growth, PEFC provided seed funding for a Value-Chain study as part of the SAFAS strategy for 2025 to 2030. Before refining this strategy further, we as the SAFAS Council, seek to evaluate the extent to which PEFC’s original objectives have been met and set the scene for a strategy workshop.

PEFC has improved access of small-scale growers to certification in South Africa.
A key objective of introducing PEFC was to provide an alternative to FSC, incase requirements were introduced that were unreasonable or impossible. This is still a very important objective.
PEFC has opened new markets to South African timber growers.
SAFAS had the objective to produce an FM standard that more explicitly addressed the South African forestry context. The current SAFAS FM standard more effectively supports sustainable forest management by increasing the emphasis on field compliance and driving the right behaviour.
Dual certification (FSC and PEFC) helps mitigate the risks of relying on a single certification system and broadens market opportunities. To increase the number of Chain of Custody (CoC) and Forest Management (FM) certificates, SAFAS should urge current FSC certificate holders to also obtain PEFC certification
Promotion of PEFC certification in local value chains will boost PEFC COC growth and grow the range of markets for PEFC wood.
